The ratio of height to radius is 20/5. So, the radius is h/4.
Sub in h/4 for r and with a little simplification you get:
V = (pi/48)(h^3)
Use implicit differentiation:
V' = (pi/16)(h^2)(h')
We know V'= 3. That's the rate of change of the volume.
And, we want the rate of change of the height when h = 2.
Substitute.
3 = (pi/16)(2^2)(h')
Solve for h'
h' = 12/(pi) meters per minute

You need to call the school you want to transfer to, and ask them what the policy is - in many areas, if you transfer out of area, you need to pay tuition, even if it is a public school and they do not provide transportation. But, only by calling can you find out the specifics of the local policy.
