You can try classes at a community college, if you school allows dual enrollment. Otherwise, it will have to be online. If you are 16 or over, or done with 10th grade, you can take the CHSPE and get the equivalent of a diploma and then go to adult ed or college classes at night. I would contact the landlord of course.... if s/he fails to do something about the tenants conduct which is adversely impacting others in the building... I would just call the police.You've already confronted the person directly...called his parents... I would just let them know under no uncertain terms that it either stops or you will call the cops each and every damned time because he obviously doesn't get the point.
If he is disregarding your requests...and continuing with his underaged drinkfests...he is NOT a good kid...he is a disrespectful midge that needs to learn that his own enjoyment is not held at a higher level than someone else's peace and quiet.
If he doesn't like it--he can move.
