Why don't you ask your English teacher where she is from? I speak very good English, but I wasn't born here, either. There are many English speaking countries, South Africa, New Zealand, Australia, etc etc.

I've no idea how its in New Delhi. In Ukraine BC has great resources, even if you don't like what happens inside your study group you have access to a variety of tools to help you learn. Of course the success depends on your motivation. Good luck!
