well, depending on the country that you live in, you could try to practice with English speaking friends. You could maybe get a tutor once a week at a local school. You could try to get an exchange student from an English speaking country, but you will NEVER become fluent in ANY language without taking classes or speaking it with friends. Playing English games online, watching English movies, visitng an English speaking country will all help. If you want to learn all the up to date stuff i'd suggest do a summer student exchange program for a month or two. If you already know alot of English, by the time you spend 2 months in an English speaking country, you would most likely be nearly fluent.

Well I was confused by the question, but if you can already read it, just visit an English speaking country for a solid month or two. You would probably pick most of it up, but you would probably have an accent from your first language if you are in your teens.
