For a starter language, Java or C# are probably the best languages out there. Both languages offer free development tools. As well, hundreds upon hundreds of tutorials/lessons are available for both of these languages online.I would personally recommend c#, as it is used more in commercial applications (at least from my experience), and will therefore be more applicable to you after you graduate from HS/College. As well, it is a much easier language to set up (in terms of the development tools, etc.). You just need to download and install Microsoft's Visual C# Express (either the 2008 or 2010 version) which is freely available at www.msdn.com/express. You can then follow microsoft's getting started videos in order to learn the language.
If you do choose to go with Java, expect a more involved set up process. You will first need to download and install the latest version of the JDK from www.javasoft.com. Then, you will need to download and install an IDE (integrated development environment). The most popular one is eclipse, which can be obtained for free from www.eclipse.org. You will then need to point your IDE to the directory you installed the JDK in. After that, you should be ready to find tutorials and learn the language.

Learning a new language is much easier when your activities are varied and interactive. If you absolutely can't or choose not to take a class, then your best option is to use a computer program. They use many different medias such as audio, and visual, whereas if you choose books or tapes, then you have only one option. It depends on how you learn best, so I would suggest computer programs.
