For toddlers - everything they do is a learning experience! Toddlers tend to be good at the things they're interested in (and capable of) there is a HUGE range of what is normal for toddler development - and it's all ok. Some say 0 words, some have 300. There really isn't much you can do to push them along at his age. Foster his interests and go with them - don't push new ones on him. Studies have shown that trying to force a child to learn something they're not interested in, or ready for can lead to a dislike of the subject and an eventual delay.You can extend and enhance what he knows already though, through talking while you play. If he's filling and emptying containers with toys - you can use words like "In and Out" "Full and empty" but make it natural - kids absorb best when you're not drilling things - when he dumps something "Oh! It's empty now" and when he fills it up "All full!!" Do things like that ALL day! It will help him learn new concepts.
As far as some kids being far along - it's normal, kids have very different skill levels. Some are naturally faster - some of those fast kids will stall out around school age while the others catch up. Some kids can do many, many things, but aren't very good at any one activity - where as others excel in one area, and lack ability in others.
I would advise against any sort of formal activities, like flash cards and such - he doesn't have the attention span or ability to understand yet - so you'll find yourself frustrated and he'll likely lose interest.
Just talk to him about everything you and him do, all day long. Point things out "Thats a green block" or "Theres the letter A!" he'll pick them up when he's ready to.

you can use rocks and make planets and the sun out of it. Then in your yard you can scale down the solar system a bit and they can visually see where the solar system is with the planets. A small rock can be pluto, a painted red rock can be mars, a huge rock can jupiter can be a huge rock.Also at night see if you can spot some of the planets.
Depending on how many kids you have but you can have one kid be the moon, another be the earth and another be the sun. You can show the rotation around the sun using the children as models and how it becomes day and night and how the seasons change.

look up something called quiz quiz trade. its a fun game and you can make the quiz reallly anything you want. Its great to get to know each other. I'm not really sure what kind of summer camp you have so you might want to search on yahoo or whatever search engine you use for summer campBest of luck!
