This may differ from person to person.
The best ways I have found is to start early.
Taking a class at school may be difficult but helpful since you are interacting with others learning the same language.
Immersing yourself in the culture, it really helps to learn a language when you like the music, TV shows, movies, etc. from the source of the language. Also those are helpful in that they keep you up to date on how the language may be changing, something most textbooks can't do.
Books are also very helpful, but some are not. I've found it helpful to find some books you think look helpful, and write down the titles. Then google search these books and find maybe reviews or discussions on the book. Amazon often has customer reviews.
Remember that languages are changing, which is something very important so you don't visit said country and sound like you're from 10 years ago!
Also, do try visiting the country! Even if you have very little mastery over the language it may be helpful to just go, again, immersing yourself in it!
Use the internet to your advantage! Find sites dedicated to the language.
Also, computer programs can be a fun way to learn the language!

People learn languages for various of reasons, for example if you are in the business industry, communication is the key! I want to learn Korean because I love me my K-Drama and the language is so beautiful. BASHYA (keep fighting!)!

Rosetta Stone is effective but only if you're terrible at learning new languages. It teaches you at a very slow and repetitive pace as to drill the words and phrases into your head but it works if you're really desperate. As for the culture, there are cheaper methods to learn about the culture of another place, just read ! All levels should run you around 500$.

If you are able to teach yourself some of the language or find a tutor, then it's much more better.

When I first started high school, about four years ago. I wanted to learn Japanese.
I was already taking French and I really had no care in the world to learn it, only cause I needed two years of a language for college.
So, I made index cards with hiragana and katakana.
But I never studied them. I pretended like I knew them.
So a few weeks ago I went back to the basics
I made the index cards, I studied them. I wrote them down, And I quized myself out what I knew and if I was correct. and now if I find a sentence and if I translate each word I'll make sure it matches with the english translation that's with it.
I think it's weird how I do it.
I try to like say it out loud, or record myself saying it, or listen to people speak it online or if I know someone who knows the language.
I study one or two words a day so at the end of the month there are 30 or 31 words I know, and I make sure I know what they mean and how to use them .
Like making a word of the day, ya know?
