Incidentally, in the UK, your parents DON'T have to submit any plans to anyone nor get any sort of approval or permission from anyone nor any outside agency etc.
(Reckon Randi has answered the question as though you intend to homeschool in America and even then it is not every US state that requires notification, paperwork etc.)
(Randi, there are no such things as Charter Schools, online or otherwise, in the UK.)
Similarly, you don't have to have anyone teach you - there are heaps of 'self-teaching' materials available that have been specially designed and written for you to successfully teach yourself.

Rosetta Stone is good but it's pricey. Try your library. Mine has lots of kits with tapes and workbooks and stuff. I'm trying to get up to speed in French for university and I think this site is good for that:http://www.teach-nology.com/teachers/sub…
