There are at least ten universities in Shanghai where you can take Chinese courses for a semester. I recommend:-Fudan University (one of the top universities in China but their language school is not the best)
-Tongji University (not far from Fudan, in the north part of the city), -Jiaotong University (more downtown and a decent language program),
-East China University of Science and Technologies,
-Shanghai International Studies University (more focused on language they have programs for Japanese and other languages as well).
Taking an university program is by far better than going with a local, at least if you are serious about learning Chinese. Locals girls maybe mostly looking for husbands or trying to improve their own English skills. Private schools are way too expensive and not worth the money. You can get a Chinese program at a local university for 1000 to 2000$, and it is good for your CV.

I believe they all provide different programs, from 3months to 4 years, depending on your goal on Mandarin.
The best way to pick up the language is to speak and speak and speak the target language. I used to tutor Korean students who studied Mandarin in Shanghai when I was in college. I thought it is a great way to learn a language + the Chinese culture. The rate in 7 years' ago is 25 RMB (3 USD) /hr.

Unfortunately, there are practically no resources available for people to learn the various dialects of China, but the good thing is that most of them should be able to understand Mandarin, so learning Mandarin you may still communicate with them (the more rural areas may not understand Mandarin though).
I'll suggest you do it one at a time, maybe Japanese first since it's the one that interests you the most.
