The best, clearest and most grammatically conformist English is Morningside, the dialect of the (very traditionally educated) upper middle class in Edinburgh, Scotland.That said, since "proper" English, for snob reasons, has always been that of the Court--the "Queen's English" and all that--London is the obvious choice, and it probably also has the widest choice of good language schools, The "Cockney" of the working class Londoner and, less importantly, the "Estuary English" of the lower middle class Londoner, should be avoided, but how any language is spoken by the uneducated (and the semi-literate) is a problem wherever one goes, even French in Paris, that world centre of linguistic snobbery! You will soon learn which accents not to imitate, and London like any big city is a center of immigration with all sorts of people from South Asians to eastern Europeans to Australasians making (or not making) various degrees of effort to conform to "standard" English.
The places to be avoided in the provinces are Birmingham, Liverpool, and Glasgow, whose accents
are generally regarded as risible in the rest of the English speaking world (along with those of New York City and the American deep south).
On second thoughts, if you would like just a pleasant place to live, that has both good language schools and no really objectionable local dialect, even among the uneducated, might I suggest two towns in my own region, to the north east of London, viz. Cambridge or Colchester?

Basically , American and British understand each other when they are having a conversation. The accent is different though. Someone here said London accent is the most standard English accent , which is not true. Real London accent is the Cockney accent which is ugly and has been classified as lower class Eastender accent. The most proper English is the Queen's English. Then there are many others , such as the west country accent, Lancastershire accent, Yorkshire accent etc.There are some differences in the structure of sentences and meaning of words between American and British English :
English will say : Have you got a pen ?
American will say : Do you have a pen ?
English : mum, colour, centre, theatre,
American : mom, color, center, theater,
English : jam = jelly ( American)
English : door to door salesman = solicitor ( American )
English : car boot = trunk ( American )
English : pavement = sidewalk ( American )
English : tap = faucet ( American )
English: sweet = candy ( American )
English : cashpoint = autoteller ( American )
English : cashier = teller ( American )
English : bin = trash can ( American )
Some pronounciations are different as well :
Gloucester, English will pronounce it as ' goos ter', American will pronounce it as ' goo set ster '.

No, The education systems in Africa and many asian countries use British English... That's why most visitors to britain experience little or no communication troubles..when visitors from these countries move to america, they will have difficulties due to their british accents.
