There are a number of reasons for it. I used to live in South Florida where there are a lot of people who can't speak English even though they've lived in the area for years. Most of them are concentrated into their little enclaves where they only associate with other people who speak their language. Then they also have TV stations, radio stations, magazines, and signs that are in their language. Since that area has a large number of Spanish-speaking people, they can always find someone who speaks the language if they need to. Many people, especially adults, often feel that they're too old to learn a new language so they don't even try. They use their children to interpret for them. All I can say is that the reason more immigrants don't learn English is because they don't have to.Tamara Said:

What you need is an English Language Institute. You can find them at the University of Florida, Texas A&M University, The University of Buffalo (SUNY), the University of Houston-Downtown, the University of Texas at Arlington, Florida International University, and Pace University, and San Francisco has a stand-alone institute. When studying a foreign language I like to find readers which use new words and define them somewhere on the page you're reading. This beats having to turn to the back of a book and look up definitions from a vocabulary list.Bilingual editions of stories are also good. You can refer to your own language's side of the book when you are stumped.
English has such a good written literature, with many genres, you should find something you enjoy reading.
Internet talk radio stations should also help you out. But I'm probably a bit naive--you probably get English language TV where you are.
