Someone asked me this just the other day and I mentioned that the site I direct students to most often is http://www.learnenglish.de because it's completely free and you don't need to sign up or join anything. There aren't too many annoying adverts, either.

There's also a great site here http://www.wordsurfing.co.uk/ . It has loads of useful tips for building your vocabulary.
