Livemocha.com has Mandarin...I would suggest searching for other programs to learn the grammar better, but they are adding more all the time. You can meet online contacts for practice, and it's like Rosetta Stone but free.

BBC languages has Mandarin, too.

For comprehensive grammar learning and stuff, you're probably going to want something more formal than free online lessons, even if it's just a companion book or something...many of which you can find for less than $20...As for websites, chinesepod.com has some newbie/beginner lessons online free and they're presented really well...Also, i have had tremendous success in the past with mylanguageexchange.com which is basically a site where you punch in your info (eg: i speak english, and i want to learn mandarin) and you can find people that fit your match and vice versa. Both are definitely good places to start. What i've ended up doing with people from mylanguageexchange is to email a few times back and forth, and then have chinese/english lesson exchanges for free on skype. good luck!
