The only way to get fly is to cheat. Of course, if you're going to cheat to get fly you might as well deck out the pikachu with hydro pump instead of surf.The only way I know of to get surf without cheating is to hook it up to pokemon stadium and play through the stadium modes to win a surfing pikachu.
However, the Japanese version of yellow probably has a way to get fly and surf. Sadly, I own the English version and cannot help you with that.

Well lets start off slowly young grasshopper.You will first need a pilots license with appropriate certificates.
I would contact a local flight school about training.
You will need as a minimum
Flight physical
Private Pilots license then the following certificates
complex - for retractable landing gear and high HP engine with vario pitch propeller.
Also you could contact The Confederate Airforce http://www.confederateairforce.org/index… I don't think they have any spitfires though.
Cheaper way to go would fly to England and contact http://www.spitfires.flyer.co.uk/flyingd… you can fly in the other seat with a pilot in a Spitfire.

Don't listen to the naysayers, and don't just blithely accept the advice of self-proclaimed "experts" at face value. As part of my necromantic research, I've studied the midians extensively; they're mentioned in passing in the Tome of the Unfathomable Void, and discussed at length in the Cultus Malificarum.According to my research, the singular outstanding feature of the hemophage is his undeniable will to continue his existence. This is what allows them to gain sustenance from blood, and fuels all of their powers. In fact, their self preservation instinct is so powerful, they often develop new extraordinary abilities, seemingly spontaneously, simply because they need them badly enough.
If my research is correct, the answer to your question is this: Any vampire, no matter how newly turned, is capable of flight, *if they were to find themselves cast into a situation where they need it enough!* To unlock this power, the young vampire must put themselves in peril in such a manner that the only way to preserve their lives will be to take flight. Leaping from the hieghts of a plateau or edifice, with no safety gear or means to halt the fall, should provide exactly the stimulus you need to take to the air and soar!
However, I must mention one caveat. I have yet to see this theory put into practice. However, the hypothesis is sound. I'm certain that if you were to make that leap of faith, you're inborn powers will lift you up. So... try it.

Learning to fly helicopters is not particularily easy, but it is possible for the right people. I suggest you find a helicopter school in your area and go for an intro flight to see if it is something that you could handle.However concerning your acrophobia, I know a couple heli pilots that have (or had) a fear of heights and while they were scared at times, it was mild enough that they could fairly easily overcome it. If it is serious enough for you that you call yourself acrophobic then this is probably not the right activity for you.
During your training you will be extensively practising emergency maneuvers and they can be a little scary even for the hardened thrill-seeker. It is extremely important in these situations to remain completely in control and to maintain spatial orientation, which can be challenging for anyone. I did my training in a warm climate and we almost always flew doors off, when you fly doors off and the helicopter is being banked towards the side your sitting on there will be nothing between you and the ground below except of sky. I would imagine that that would be pretty scary for someone with acrophobia.
You should feel sure that you are going to be able to handle those situations before you start training as you could endanger your life and your instructor's. Panicing in the helicopter is simply not an option.
But I'm not trying to scare you off, go try it out, but warn your instructor of your condition beforehand.
