Unfortunately, there aren't that many programs out there that can make you fluent for free. But, there are some pretty good ones out there nonetheless! Try livemocha.com. It reminds me of Rosetta Stone, and is basically the same! Plus, they have a ton of languages!

but you have to love grammar. They do have amazing resources so surf around. It is really good and it let's you download all the content.

Well, to speak fluently you really have to practice with real people, in real everyday life contexts. That goes for any language!

But just to get you started, you can look for the TV5 and the Alliance Française sites online and look for exercises and grammar examples.

Or... the best way is to use the sites to look for the nearest real Alliance Française school and take some classes. This is the official french school, a bit like the British Institute for English.

Another suggestion would be to try to find if the Canadian Government also has an official institute for the french language with classes near your home.

You can try downloading Rosetta Stone on www.demonoid.com
There is a French version. I haven't used it but I imagine it is fairly useful. As to whether this is illegal or legal I do not know, I'm sure you can argue this case either way.
Check it out, I'm thinking of downloading it myself because French is a language I am most interested in.
