Go to Amazon.com's books. Do a search for web design books. You do NOT need to buy the brand new ones. I get great Used books there. Just bought an Adobe Flash book on Layers for CS-3 and it cost a little over $6 for the book. Shipping extra, You learn more by reading and doing. Get some free templates and play with them in an HTML editor. Lots of free editors.

Computer science, aside from the fact that you learn programming along the way, has nothing to do with website design.

CS is about the science and math of computation and logic, not about how to use computers. Like astronomy isn't about telescope maintenance.

Look for degrees/courses in Visual Technologies, Graphic Arts, etc. Of course, there will be cross-over...like dentists and thoracic surgeons.

Having said that, of course you can be both. And you can learn it all for free on the intarwebs.

If you are starting from scratch and want to learn practical skills quickly, check your local Yellow Pages for Career Schools / Career Training. You will find technical schools that teach Web design in there (if you find schools for cosmetology, dental hygenists, etc. in the category, you've found the right section).

However, you might want to get started by investing $20 in "Building A Web Site for Dummies," which walks you through the process.
