right click on the desktop and select personalize...
then select one of the aero themes, or as i have, all ove them, this is called the desktop slideshow.

Get a copy of the Windows 7 Resource kit to help you learn the ins and outs of the new O/S. There is an administrator's pocket consultant (this book won't fit in a pocket :)) which is useful.

Set up a VHD install of Windows 7 to play with (if you really want to know about Win7 I'll leave you to find information about boot from VHD). Go in and change settings, especially policy settings.

Only way to become knowledgable with an O/S is to do things an average user wouldn't do.

Explore all the apps and functions.

7 has a few nice additions to Vista (and actually works, where Vista kinda-sorta works), but the desktop looks about the same.

Take your mom down to Best Buy and let her play with a windows 7 installation and see if she thinks she'll have a problem getting used to it. (She probably won't.) If not, just upgrade to 7. It's pretty painless (if time-consuming).

At the bottom left hand corner click the start symbol,after that opens there is a search bar..which IS the RUN.So input msconfig in that box,wa-la!

You can probably find it on torrents but you should be careful in case someone put a virus in the image. Since you can still get license keys from Microsoft, torrenting the image is legal.
