If you are a newcomer to this area then I advise the use of WordPress.It's very easy to use, and you can get it hosted most everywhere. Often the host even has an auto-installer in their cPanel, you just click a few buttons and it's installed.
It's the fastest way to get your stuff online.
You don't need to download it from WP, just find a wordpress host with auto-install - there's about a million out there.

There isn't all that much you need to learn. A CMS is just software you run to manage your website. Every CMS functions differently so there's no way (and no point) to learn all of them. I'd reccomend you first choose a CMS and then try to develop a website with it. CMSs are designed to be as user friendly and straightforward as possible. Most of what you'll need to know you'll learn through experience.The only time I'd say it's worth it to learn a CMS inside and out is if you're planning on developing extensions or plugins for it.
BTW I reccomend you use Joomla. Compared to other CMSs it's got one of the largest communities and largest libraries of addons.

If you just want to write content and have little control over your layout and functionality (except for templates other people have made using that exact technical knowledge), then sure, there is no need for you to learn them.However, as soon as you want to add something to your website which has not already been written, or make your own bespoke layout, or understand how your SEO is working, or promote yourself, you will need to know these skills. There are some good tutorials at http://www.openzu.com if you do want to learn.

I assume that you are new at PHP and server side scripting. Therefore we cannot just teach you how to make one. You will need lots of practice with PHP, and I mean LOTS in order to write your own. If you are really set on writing your own, pick up the book called "PHP for the World Wide Web: Visual QuickStart Guide" by Larry Ullman. It will teach you how to make a CMS from the basics of PHP. It also has the complete source code in the book too.However if that seems too much work, Drouple is a VERY powerful and easy to install open source CMS with great support. http://drupal.org/ It is 100% free and great for beginners.
