It depends on the ability level of the student and what exactly the students are having to do...

But in general, I would maybe have some pre-cut out shapes or have a really well defined pattern.
Also, make sure to explain each step of the craft really well- asking a lot of c/u questions and modeling.

i don't know the proficiency & skill level of the children. but your best bet is to keep it simple.

depending on their skills, you can choose diff media/techniques : draw [again wither with pencils, crayons, watercolors,.....], cut-and-paste, collect-and-paste, simple fold-and-paste, finger-art, vegetable or other stamping, etc.

choose some very simple designs : eg. heart, basic shapes, flower, bird, butterfly, balloon, tree, star, moon, etc.

for the younger kids, let them make any one thing. while for the older or developmentally higher kids, ask them to have atleast 2-3 items in the picture to make it meaningful.

if you are choosing a special occasion like Christmas, Diwali, etc, then use that as a theme to get them to draw something related to it. You can assist them by drawing or showing some pictures yourself or showing them diff cards so that they get an idea. do this only if you think they do not follow you - it is much better to let them be as creative as they want.

also talk about the occasion, person to whom they will be giving the card, how they feel about that person, what they want to say to that person, etc.

if you are providing the materials, make sure you have plenty of colored paper, glitter, dried herbs/flowers, beads, colors, scissors, etc. etc....

Some great resources for special needs lesson plans are:
The Out of Sync Child Has Fun by Carol Stock Kranowitz and The Inclusive Early Childhood Classroom by Patti Gould. Children with cerebral palsy tend to have either hypertone (rigid) or low tone (floppy) muscles. Knowing the type of cp your student has can really make a difference in the types of curriculum and adaptive equipment you will need to have. If you have these special needs children in a class with "typically developing" children, you really don't need to change the entire curriculum. You just need to adapt the ways that you use the curriculum. For example, you are working on getting your children to not use a fisted grasp on their crayons... for the child with cp, you can adapt your crayons with a ball of playdough around it so they can hold onto it easily. The second book I mentioned has really great, creative ways to easily adapt the items you already have in your class for children with all types of special needs. It is also sectioned for different types of disabilities, so it can be really helpful. Children who are auditorily impaired can benefit from having their other senses played up. Build upon your children's strengths. This is true whether your children are "typical" or "special needs". You just have to think out of the box and make a lot of adaptations yourself.
