Each state has its own requirements of what is required to be a peace officer. Some states will take other states certifications, some won't. You would have to check. You need to be able to drive, period. That would be like being a delivery man and not be able to drive. Getting into the academy also varies by state. Most states you can get hired and they will put you through an academy or you can self-sponsor and then try to get hired on. Be honest about your skeletons in the closet. Get caughty in a lie and you will be done. Good luck!!
