States and local school systems, not the federal government, determine school holidays. It is possible, though highly unlikely, that a state would not recognize Thanksgiving and school would be in session in that state.

In Illinois most public schools are closed on Casimir Pulaski day. They are not closed in most of the country then. Other states may have similar holidays.
