The rule: every single time a NEW person speaks, you have to start a new paragraph (it is called a paragraph---that thing where you start a new line and indent!). This is basically for clarity---it helps the reader figure out who is speaking and it makes understanding a scene of dialogue much easier.So you could have:
"So," said Lizzie, "what's up?" (here, the same person is speaking so it is in the same paragraph)
or,
"Hi," said Lizzie.
"Hello," returned Ash. (here, two different people are speaking, so you start a new paragraph when the second person starts speaking)
Also, if two people are speaking to each other, you STILL need to start a new paragraph each time the other person speaks. So,
"Hey," said Lizzie.
"Hello," returned Ash.
"So," said Lizzie, "how are you?"
