Boy, you are really time-constrained! What kind of light? Edison did an experiment on sending sound over light waves, but was limited to visual light, in air (not laser light, in fiber optics like we use today.) What equipment have you?
Suggestions, without knowing much: Send a beam of light as Morse Code and determine the maximum distances based on different times of day, weather conditions, strength of light beam, type of light beam, acuteness of receiver's eyes.

Or better yet if you are a computer geek :), do it with a photo cell as the receiver and send the signal to a computer for analysis and conversion into text.

How about growing crystals?

This is a pretty straight forward experiment. You could find the necessary materials at a local hobby shop, in the science area.

As far as a hypothesis, perhaps you could think about different solutions that the crystals could grow in. Which type of solution produces the best crystals?

Judges like projects that appear to attempt to solve real world problems. You could do, "Which color of light shines brightest through fog?" That could be applied to car headlights and the like. Think of things that a real world problems that people need solved. You could do:
Which type of windvane in most accurate?
Which wing design on a paper airplane flies the farthest?
What type of music makes plants grow the best?

We Answered:

I'd say no. The incubator would help with the speed of growth. If left at room temperature, the culture would grow, just a little slower.

You could improvise and place the dish on a warm surface. At home it could be near a heater vent, or an a warm appliance (TV, refrigerator, computer, monitor, etc.)
