You'll never find a well respected aerospace/aeronautical engineering program in the US for the money you are able to pay.
Private universities cost at least double your budget, and public universities have residency requirements for students paying in-state tuition (in other words, you'll be required to pay the higher, out-of-state tuition).
You will have to go to the website of the college you are interested in in order to find scholoarship information. It's highly unlikely there is anything available for foreign students, though.

The Army doesn't care what your degree is in unless you are a professional such as medical or law. With a degree in basket weaving from an accredited university you may gain a commission either through ROTC or OCS if you are accepted.
