You can join the Oxford Tradition[Summer program for grades 10-12] but that's just a summer program. A small number of full scholarships are available based equally on financial need.

For a boarding school, you could try Rochester Independent College, they accept boarder students from the age of 16. Most full time students at the College are there to study one or two year A level courses in sixth form, GCSE courses in the Lower School, English as a Foreign Language (ESL), Visual and Creative Art courses or a combination of these.

You could also try the Loretto school. It is in Scotland, though. They accept boarding students. They welcome students from all over the world. It is for 3-18 year olds. They have an arts programme too, which includes music, drama and art.

Australian universities do not give out scholarships for undergraduate degrees. You will need to look at the Sri Lankan government for scholarships that can be used for overseas tuition. Even the #1 student in the state (who gets 6 100% scores) is not eligible for a scholarship to university. Scholarships are for PhD studies and only for those students who get first class honours (and only a portion of them).

The US has a scholarship culture - have a look at their universities.

It depends on the university. The few that I googled had some scholarships for international undergraduate students. Your best bet is probably to make a list of those you'd like to go to and check through their websites if they offer scholarships. I think if you have the opportunity to come here to study you should definitely do it. The international students seem to have a great time.
