First of all, even if you got a scholarship from a public university, you can NOT by law study at any of the medical sciences, engineering or computing schools.

The other thing is that getting a scholarship from a public university is almost impossible in your case unless one of your parents is a saudi or working as member of faculty at one of the public universities. If one of your parents knows one of the VERY VERY POWERFUL government offcials and has a strong relation with him, then who knows what may happen!!

I think the best choice for you is going to a private university. The only things they are looking after are the academic scores and the ability to pay the fees only.
