Okay, Sherrah, I can tell you that it sounds like your big problem might be succinctness. It's not how much you say but what you have to say and how you say it. If you can replace five words with one - do it!Other than that, make sure that your grammar and spelling are perfect and that you stay on topic. Tangents are bad.
That is my best advice. I also found a couple of websites that give you some great step-by-step advice.

I think the second option demonstrates more critical thinking as you can definitely infuse some of the current economic crisis and will allow you to draw on historical facts and figures. You would be able to draw further relations to the culture of education in America, the disparities between socioeconomic groups, etc. Teen pregnancy is a pressing social issue, but leave that research to the middle school students and freshmen. It is best to answer this question yourself. They are not looking for anything "unusual" at all. What they are looking for is your ability to think things through and how well you write. Answer this question truthfully, no matter how "simple" your answer seems. What makes you stand out is whether or not you write well. Have teachers read your essay and give you pointers.
