We Answered:

Imperial College is an over-subscribed university. As such, it does not provide scholarships to overseas students unless in extraordinary circumstances, i.e., representing a country in International Mathematical Olympiad and getting Gold.

Furthermore, EEE is the most competitive course at Imperial, similar to econs at LSE. Gaining admissions without AAAA and STEP/AEA Maths is very difficult.

It matters because it's just one more obstacle to remove those students who are just average. Every year, millions on kids internationally apply to the same schools. schools must create some kind of obstacle to removes those who just aren't' deserving, those who will surely fail and drop out, and those who will just be bothersome in the college. They want only the best of the best, not average people.

We Answered:

That's a really tall order. There are 8 schools need blind to internationals period, much less transfers, and they are mostly ivy league. If you also have top SAT scores, try them as even though they are not the top engineering schools, they will get you top jobs/grad schools. While Stanford, MIT and Caltech are not need blind to internationals, they are generous to those they want so that may also be worth a try if everything else is in the package with the 3.9.

Note all these schools take very few transfers, they are much harder to transfer into than to enter as a freshman and they are extremely hard then. If you are not a truly stellar candidate from a country they get few applications from (read forget it if you're from Asia or Europe unless you're the second coming) you may need to wait for grad school.

Sorry, I searched but could not find any that are cheap as such. You may need to do the legwork and contact each college individually to find out the tuition and other expenses./

You are going to have problem doing it that way.

One of the requirements of US government to issue an F-1 (student) visa is that you have enough funding to support the study program for at least an year WITHOUT assistance or working. Unless your child is exceptional in some way (not that you think he is exceptional, but he is recognized by an authority in some field), you really cannot count on colleges to give you any financial aid IF you are a foreign student.

The best bet is to find something from your home country.

Step 1: be innovative enough to think up your own solution. Get off the beaten path and find a way to make yourself stand out.

Step 2: Don't you dare cry white/middle class. There are plenty of scholarships and bursaries out there for you. You just have to find them. Note: Bursaries are easier to get than scholarships because often, there are fewer applicants. That being said, if you put some effort into your school and have a GPA of 3.5 or higher (trust me, it's not hard), you're almost guaranteed a little something from your university.
