I'm sure that varies from school to school. Best way to find out is to go to the websites of a few schools you might be interested in and see what their admission requirements are.Merit scholarships would be based on your portfolio, so you would want to try and produce portfolio-quality work along the way. Some high schools have a portfolio-prep class and, I believe, there is an AP course for that, which if available would be a good thing to take.
Don't forget to look into some of the good, lesser-known art programs, too [like Alfred University in western NY] and not just the "big-name" schools like Pratt and RISD.
