Most schools have orchestra scholarships. Make sure you're taking private viola lessons, make very good grades, and prepare your audition carefully. Rice University in Houston is very highly endowed, but they only take about 5% of their applicants and your playing has to be very, very good, to get into the music school. North Texas in Denton, UT Austin, Texas Tech in Lubbock: most state schools have lots of financial aid in one form or another available.

America from West Side Story is good, especially if you want to show off your acting skills. Other than that, my advice is to do something unusual that they don't hear all day (no rent).

That's great that you're starting to plan for college now! The best source for music scholarships is through the college you want to attend. Most colleges have a couple music audition days in February or March where seniors come play for scholarships. You usually have to prepare two works of contrasting styles/time periods. You can audition for as many schools as you like and see what they offer you for scholarships. You will also need a "resume" of awards you've won for your playing and ensembles and festivals you've participated in. If you've ever been a member of the All-State band or orchestra, that's a major plus. You will probably also need some letters of recommendation from band directors/private teachers. Most colleges with a music department give out scholarships. Keep in mind, most departments also make these scholarships competitive. He must audition for these scholarships. It also depends on what school he is looking. I went to a state school, but the music department there had about 20-30 different scholarships to give out annually ranging from $200-$4000/year. Check with the music departments nearby to get an idea of what you are looking at. Also, check for any college music directors coming around to local high schools to do auditions. They do that sometimes as well.
