You can join NROTC without a scholarship but you will have to pay for schooling yourself. If you are in then you should have the ROTC officers to tell you when you can reapply for a scholarship.

You can't be in college while in boot camp. I don't really understand what the question is here.

We Answered:

Yes. If you do not receive a scholarship, you can join as a College Program member, and work towards earning a scholarship for three years or two years if it takes you that long. You will pay for it on your own (and won't be reimbursed for the time you spent off scholarship). Once you graduate, you will be commissioned an ensign (or, upon completing OCS, a second lieutenant in the USMC).

Other options-The Naval Academy, and Officer Candidate School (short form explanation-you go to college, graduate, and then go to a 90-day program of training, and are commissioned at the end. See link below for more options).

Jeepers Peepers: Not true anymore, in fact, they haven't been giving reserve commissions since at least 2006. NROTC products are commissioned as Active duty (for example, I was commissioned as Ensign, United States Navy, whereas people before me were commissioned as USNR. It didn't matter that much, since you went to active duty anyway).

Did you apply for marine corps option or navy option? I'm not sure if that makes a difference, but I applied for the marine corps and my recruiter told me the sooner the application is done, the better

We Answered:

hey! i just got finished with all of the ROTC apps so I should be able to help you. to answer your question:
you should apply as soon as the application opens so you can get first scholarship consideration. that's what my recruiters told me. it is a VERY long process and you'll also need to look into getting your DODMERB physical done. start preparing for the physical fitness test too if the branch you're applying to requires one (i know Air Force does but Navy doesnt)
you need to send all of your SAT scores. they look at each test you take and take the best scores from each catagory (critical reading, etc).
