EDIT: If you do not have a scholarship and are trying to take on a PhD by paying the international student fees - it will be very unlikley that you will find a supervisor to take you on, as you will not come with any funding. Unlike an undergraduate degree where anyone who has the ability and funds can do a degree, with a Masters/PhD degree getting in is 50% up to the supervisor. If you "get in" to the program, the university can only "suggest" a list of supervisors - they cannot force them to take you on, it is up to them. They may be thinking on going overseas in the next couple of years, they might want to have a family and so need to go on maternity leave, they may only be interested in honours students or concentrating on their undergraduate teaching. There are many factors involved in taking on a PhD/Masters student - coming in with no additional financial support means that the supervisor has to find the money for you out of their own funds. So instead of going to their yearly conference, you get access to the database you need, instead of getting the newest textbook in their area, you get a photocopy card. If you are in science, you will cost in reagents around 10-15K a year - not an attractive student.

Construction Mangement is considered a "practitioner" degree rather than a research degree. The few "research" seats available in the few reseach univerities with Construction Management-related degrees are preferentially distributed to citizens and permanent residents who were outstanding students in earlier degree studies. (The situation for Civil Engineering is different, but that's not what you asked).

There are several "rupee whore" schools in the USA which will take almost any Indian/Pakistani student able to pay full tuition.

international students can get full american universities scholarships according to requirements of each university
so in order to get an scholarship u should pursue the following steps:

1-check the university rankings (in ur field of study) through diffrent websites

2-check the associated university websites for conditions
to apply for phd program

3-fill the application form and prepare other requirments (which may include TOEFL & GRE ) and dont limit urself to
one university only apply for as many as u can offer the registartion fee (namely 100 $ ).

4-all other steps including getting american visa should be conducted after the university's approval.
