Since you are still a Japanese citizen, why don't you check with the Japanese delegation to the UN, the Embassy in Washington or the nearest Japanese trade office. They might have information on fellowships in Japan.

Will lower SAT scores shut you out of top schools? We Answered:
Let's be truthful.Colleges are very strange in who they choose for their school. I'm Asian, so I already have this negative curve working in my favor. I'm trying to get into Cornell myself - and I don't think I have the credentials quite yet.
Your extracurriculars and GPA are amazing. However, that SAT score is a bit worrisome. If you are planning to be an engineer or something of that sort, that score could ruin your chances. So, I would write an amazing essay just in case.
If you can, take the SATs one more time. But, I don't think you need to. Athletic scholarship seems like a good idea :)
One other question? What makes you want to go to Cornell? You are crossing the US from the West to the East. Are you sure it's the school for you? Cornell is in Ithaca, in a pretty quiet town in NY with little to do. It's extremely beautiful, but a bit on the dull side. You seem like someone whose extremely involved. Maybe Columbia, NYU, Chicago, USC, etc. will be more suited to your taste?
