First of, UP and DOST are not entirely connected. It doesn't mean that if you passed the DOST, UP can accommodate you because of the scholarship. You can only shift to another course if your UPG (entrance grade) can enter the specified course or if there would be available slots.

Secondly, you can shift courses of course, but as i stated earlier, it's either your UPG can pass the course's quota or there are available slots. however, if you list your name as waiting list in compsci but in the end there are no available slot (you can only be confirmed on the availability of the slot in the last minute of enrollment) then that would be a problem.

if neither is possible you can enter UP first in brodcomm and shift courses in the second semester, that is if you want to waste your scholarship. if you really want the scholarship, go to another school with a science and technology courses. better yet, ask for assistance in the UP admin office and be sure to know if you really passed the DOST scholarship before making a decision. hm... if ur living in manila better visit the OAA (office of admission and aid) immediately to ask if that's possible, if not, ur only chance is to apply the following semester / school year for financial aid which the OAA generously gives to students in need. =)
