Fist off, the procedures vary from state to state, university to university, and program to program. Because Masters of education programs tend to be somewhat more professional based, it may be harder to find scholarships - that said, I'm not sure, and you shouldn't be discouraged. US schools, despite their costs, reward a lot of scholarships.

You just need to look at the application and financial aid procedures for the programs that you're looking at. Everything is available on the websites these days, plus you can email the graduate and admissions officers/secretaries for more specific questions. I'm sorry I can't be more help, but like I said, everything is program specific.

Nevertheless, keep in mind that right now, scholarship and fellowship deadlines have passed for almost everywhere for starting in the fall semester. Plus the tanking economy isn't helping - though the stimulus bill should help you there.

If you are looking at a research based program you will stand better chances because they're more likely to reward you an assistantship. In fact, if it's a research based Masters they should be providing you with enough money to cover all your costs if you budget correctly.

For scholarship, you will need to visit www.ausaid.gov.au for Australian Government Scholarship program. I believe that you will be assessed based on your academic and achievement merits, rather than IELTS results.

In any case, the IELTS requirements for Master of Accounting usually overall 7.0, with no individual bands lower than 6.0.

Now... you will need to find out which one is your priority: work or study?

If study is your priority, then you will need to find out which institution that you want to study in. To find out the course that you want to take and where it is offered, I suggest you to go to Dept of Education, Science and Technology (http://cricos.dest.gov.au) and IDP Education Australia website (www.idp.edu.au). IDP is an organisation that gives information to international students who wants to continue their study in Australia. The information abt fees & requirements can be found in the university's website. Please make sure that you access the information for internationals students, since some requirements, application form and fees are different than Australians'.
Once decided on the uni, fill in the application form and send it together with certified copy of your academic qualification. You may also need to submit an IELTS test results for proof of your English proficiency (www.ielts.org)
After offered for a place to study in the institute/uni, you will then apply for student visa to come to study in Australia. Once arrive in Australia you can apply for a work permit. Please be advised that as a holder of student visa, you can ONLY work max 20hrs/week during school days and full-time ONLY during holiday period. Therefore you cannot rely on the income from working in Australia to support yourself. Please plan your budget carefully. In regards to your wife's eligibility to work, please refer to the weblink below. The advantage of this option is that it is quicker than the next one.

If your priority is work, you will need to apply for a working/resident visa. 2 ways to do this:
1. Apply directly thru Australian High Commissions/Embassy nearest to where you live to choose what category of immigration that you want to be. This is the cheaper way but you will need to understand all the requirements and preparations by yourself. A bit difficult if your English is not very good.
2. Apply thru immigration agency. They can make a preliminary assessment of your chance to emigrate to Australia. If you have enough point, then they will help you to prepare the documents and what to do/say during the interview. This of course come at a cost, but for some ppl it is money well spent. This option may take months, even years, but once you got the visa, you can work full-time while studying part-time, or vice-versa.

If you come as an Australian residency visa, you can rent or purchase any houses you want. If you arrive as international student, you can only rent or purchase a brand new property (eg. currently being built or nobody owned it previously).
