I've most often seen it as part of the business school, unless a university has a separate degree and coursework for "Public Health" (Michigan is a good example -- many large schools consider this its own discipline).

In undergrad programs at universities or colleges not offering a Public Health school, I've most often seen Healthcare Administration as a Business major -- for example, 75% business admin 25% focused just on healthcare.

Like all companies, hospitals have a need for business functions. Most hospitals will have:
-- Finance department
-- Accounting / billing department
-- HR / Payroll department
-- Marketing department

Why don't you contact the hospital to inquire what sort of role they might offer to the scholarship winner? That way, you'll get the information firsthand and can decide whether to apply.

Just food for thought -- many colleges these days are offering healthcare administration degrees, as this is becoming a specialty field in demand. You could transfer these skills to hospitals, the pharmaceutical industry, healthcare banking, and a variety of other ideas. So definitely give that career path a thought, since it might open doors for you.
