Sure, yes. You might have a point but not everyone does that. Furthermore the purpose of providing scholarship is to help those who can't afford to study abroad. It does play an important part in the country's diplomacy. If you would put yourself in the scholarship holder's shoe what would you think? You go further your studies abroad and forget about your homeland. What does it suppose to be?

The government gives out a lot more to people in the United States than outside of it. The FAFSA program gives out millions and millions to U.S. residents every year.

The reason they give scholarships to foreign students is simple and beneficial.
Most of these people come from countries that are rising toward world power status. Countries like this usually have something against the current world powers. Injecting a person with a Westernized high education into the mix is beneficial for foreign attitudes toward the U.S., and helps to detract from anti-American sentiment overseas.
Not to mention the latent functions of helping to enrich our campuses and celebrating acceptance.
