The point of an ROTC program is to prepare talented and bright students to become officers in one of the branches of the service. As you might imagine, they want you as soon as they can get you, and waiting around for you to finish graduate school isn't high on their list of priorities.

If you're interested in graduate school, the Navy sends its brightest and best officers to the Naval Postgraduate School in Monterey, California, where they'll train you specifically in priority programs attuned to their current military needs.

Otherwise, no. Though graduate school funding is theoretically at the "discretion" of navy administration, it is highly unlikely that you will gain scholarship funds for general graduate study from the NROTC.

If you are over 23 years of age, live on your own, and your parents do not claim you on their taxes, then there is a great chance that you will qualify for the Pell grant, which is free government money to use towards tuition, fees, books, and living expenses. This is something you can find out about from your financial aid office and they can also show you information on how to get other forms of government money as well.
