But the bottom line is, if it weren't monitored or regulated at all, minorites and women would still be hard pressed to get into some colleges or jobs.

oh, I don't know

But maybe you could go to a Historically Black College website and see if they offer scholarships for Hispanics too. I know some Historically Black Colleges offer programs for Hispanic/Latino students who go there.
