An overseas education doesn't come cheap. Scholarships don't come easy either. But a bit of meticulous planning, research & academic background helped a lot to bag a full funded scholarship for a Masters Course. You need to apply for a scholarship/financial aid at the time of submitting your application for admission to your desired Universities. As I explained, scholarship don't come easily, for that you need to have good academic background and very high scores in your GRE. Remember, higher the scores in GRE, better the chance to bag a scholarship.

you need to apply one in order to get one.
you can start by looking for scholarship opportunities at your home country; through governmental or private sponsorship. Many corporate organizations/companies sponsor special or merit based scholarships to qualified students. you can get a list of those organization at your local university.
some universities in US offer scholarship to international students. you will need to check (online) with admission office at the university that you are interested in attending.
international students in US under F1 visa are allowed to work ON-campus for 20 hours/ week while taking full time courses. depending on the university policy, international students may allowed to work OFF-campus with authorization from US Immigration Service. some international students are able to find paid Internships through private companies or an academic department in their unvirsity.

Scholarships for international students are at the discretion of the university. You can ask but unless you are in the top 5% of the applicant pool or are applying to a very well funded university, you are unlikely to get help with the fees. It is only fair that the scholarships go first to needy Americans. After all, you can go to university in the UK virtually for free.

On your in-state/out of state question, you do not need to be a citizen, you can be anything, even an illegal alien (you just need to sign a disclaimer saying you will try to get legal at some stage bla bla). Your problem is going to be that you will need an F-1 visa to attend the university and you cannot be an F-1 student and at the same time be an in-state resident. The two are mutually exclusive.
