Although I don't understand your question, I'll attempt to answer it anyway because I'm not sure if you'll get many answers.

There are no special laws relating to immigration that apply specifically to hairdressers (or any profession actually). Certainly, when one applies for citizenship, residency or a visa, their situation (including whether they study and their trade) will impact upon their application.

If your hairdresser friend wishes to stay in Oz permanently, she should apply for permanent residency or citizenship. But no, there is 'law' which says 'hairdressers get to stay in Oz permanently for studying.' :-)

I normally agree with scat's answers but unfortunately I do not agree this time as I believe it is not quite correct.

As National University (we call it Australian National University or ANU) and Uni of Sydney are one of the toughest universities to get entry to, your academic results must be of high standard. This means that you are about to finish high school, then your final marks must be very high. If your final marks are low, you will never get entry, even though you have excellent English skill. However if you have high marks but low English skill, your chance of getting into the uni is much better, as you will only need to improve your English skill by attending the English school, preferably in Australia, for a period of time (depending on the results of your IELTS test).

You can improve your English, but you cannot improve your final results (if you already done it).

What you need to do now is:
1. Translate your academic results by sworn translator.
2. As you yourself admit that your English is not very good, I suggest that you apply through an agent. Please go to the websites below for both universities to find their agent nearest to where you live. They can help with your applications and suggest the best way to improve your English skill in the English course.

I don't think your occupation is listed on the Skilled Occupations List (SOL) and if it isn't on there, you are not eligible for a work visa even if you can find a job. Even if your occupation is listed, you are not eligible to apply for a work visa while you are in Australia unless you have formal employer sponsorship (not simply a job offer).

If you're from a country that has working holiday arrangements with Australia, you can work here for 12 months (for up to 6 months with each employer) at any kind of work, but you cannot apply for a working holiday visa while you are in the country.

If you meet the qualification requirements; have work experience and can find an employer who is willing to go to the considerable trouble of sponsoring you, you would have a reasonable chance of getting a visa. The second link above lists the employer sponsored visas for which you could be eligible. Read everything in there and follow every link so that you understand what is required of an employer sponsor. 457 visas are particularly difficult from the employer point of view since new regulations were introduced in recent months.

Unfortunately, if she is coming as an international student (using international student visa), then she has to pay the tuition fee upfront in one lump sum as it is part of the requirement of getting the visa. She also has to show evidence that she has enough money to finance her tuition fee and living expenses when she lives in Melbourne.

In my opinion, the only way to NOT paying the fees in one lump sum is for you to take her as your de-facto wife and apply for her to get PR. If she gets the visa, then she can study either at CAE (Council of Adult Education) or AMES with much cheaper price, and can pay by the semester.
