Depends on what kind of lifestyle you wish for.
Melbourne has a more artsy, 'hipster' vibe. Canberra is well, Canberra.
Both universities have good reputations, but ANU is more better in economics and math than UMelb. Its economics degree is widely recognized and graduates are more in demand.
If you purely want UMelb because of the lifestyle it offers, but think that ANU is a better university, choose ANU. Also note that on weekends, if you live in Canberra, you can easily visit melbourne or sydney.

Some things for you to consider.

1. Do you want to study abroad to brushen up your English skills? In that case, take a semester off and go to Australia (or any other English speaking country), I suggest "work and travel" programs, so you can live in the country, speak the language - and don´t have to worry about financials as you work.
2. If you want to study medicine abroad, I don´t really see why it has to be Australia. British and American universities offer medicine as well and would be less expensive.
3. If you want to complete your whole studies in Australia, you might as well work there next to studying, the same thing you would do in Germany.
4. If you are gifted, apply for a scholarship. That means working your bottom off, but after all, they are meant to support the ones who work hard and not sit around.

As I have partly studied in Germany as well, I have the impression the medical department of most German universities, especially the Universitätskrankenhäuser, are amazing and don´t run short on money, professors or opportunities. Could it be that wish is really more for the langauge - or because you would love to travel to Australia once?

There is not much difference between the universities for a Masters degree - maybe 2K difference a year - for a degree that will cost you 25K its not much a difference. Also universities in Australia rarely give out scholarships for anything but a PhD and then only to Australian citizens. If you can find a scholarship for Bangladeshi students to study in Australia - they is possibly the only scholarship you will find.

Scholarships - when available have one common feature - you cannot already have a Masters degree - in fact having a Masters precludes you from getting a PhD scholarship.
