So you can learn to know the Belgian culture (actually, it will be the Flemish or Walloon culture since there is not much real Belgian culture).

I'm a student at the Free University of Brussels in Belgium. We co-work with an association called Versalius who yearly receive international students from everywhere.Through Brethren Colleges Abroad (BCA) you can have an opportunity to go for a while or long time to Brussels. And if I'm not wrong Elizabethtown College in Pennsylvania provides such study abroad courses together with BCA.

IMHO the Delft University of Technology offers the most comprehensive curriculum in computer science and engineering, and information architecture . For details see link below. Moreover, Delft is only a 15-minute tram ride away from The Hague and you can travel in less than 45 mins. from Delft to Amsterdam, Utrecht or Rotterdam. Antwerp too, isn't that far either.But Delft itself isn't too bad if you want to relax after having discussed the merits of tedious algorithms and programming code. It has a friendly, olde world atmosphere wih lots of clubs and cafes.
Delft University has a large international student community as well.

It depends on your nationality of course but your residence permit does not change your immigration status and so does not allow entry to the UKYou can check here if you need a visa or not, but as you need a residence permit for Belgium then I imagine you would also need a visa for the UK
You will need to contact the Belgian embassy, but actually the visa process for NL & Belgium has been outsourced to Paris and you have to make and incredibly long application! online for a visa. The chances of you getting it for next week (without contacting and visiting Paris) is practically zero
My husband is non-EU, has a permanent residence permit in the Netherlands, and when we visit the UK, then we have to go through this procedure which seems to get tougher each year!

Well, first congratulations on being accepted to such a program. Whatever you might be thinking about it, this will enrich your life and open your horizons and you shuold embrace such an opportunity.Belgium is hardly the third world and the things you are asking about are all available here. However, regarding making calls I would suggest using a mobile network for making international calls only in the worse-case scenario. Many Internet cafes also have phone centers and Skype connections on the computers and these will be much more economical.
As for English, people will speak it although not fluently and certainly not everybody. The French dialects shouldn't present too much of a problem as Liege is the largest city of Wallonia and most people you'll need to (or want to) speak with will speak proper French.
As with any place, your perception on how the people are will depend a bit on you. Most people are kind, but just pick you places carefully on arrival. With your school program you probably will have enough social opportunities anyways.
Update: Lol on your "OMG". I didn't think you meant it that way, but it's funny anyways. Actually, the Internet cafés and telephone centres are usually run by immigrants from North or Central Africa as they need these services to keep in touch with family back home. There is also an influx of East European residents who use these services since they are so economical.
