Sorry. Looks like a no. If you are a non-Finnish citizen and you want financial help you need to be a permanent resident. Also I don't think they have scholarships because Finnish education is free.
You need to look to your own country for financial aid and scholarship from your school.

and for normal vocational colleges, polytechnics

at http://www.admission.fi

Helsinki draws a lot of attention and applicants every year so it's easier to get into some smaller school unit nearby and then apply for transfer after the first year. I'm sure foreign students have some quota so it makes it easier for you to get accepted, so put all your favorite biggest cities first.

from iran - it may be difficult. u know the reasons. but if u can get in u can study it. fees are nominal and u need to know the language. u can also work but with dentistry it can be tough. scholarship depends on merit. hence if u're good, u may get
