The french consulate in New York tells a processing time between one week and two months.

No, it is not too young, those programs are geared for people your age so you are not without supervision. Go, have fun and enjoy the program. If you want to really immerse yourself in the French culture, study also the do and don't of the French before leaving, they are sometimes very different from American ones and can make your stay miserable if you don't know the why and how. And that's a good start for an international attorney who will spend his carreer dealing with different mindsets and cultures.

You already have a good start on arguments to convince your parents.
- Look good on application
- You can help pay
- Those programs are made for people your age and you won't be left alone and bereft of supervision
- you need to start getting used to different cultures
- this will be a great learning experience, and your French will improve as much as if you had done x more months of study.
- France is a great country to go to (look up where you are going and wax on museums, old grounds, culture, history, and other interesting items)
- If you can deal with French people and make them like you that will prove your skill as a future attorney... all right, joking. :DDD

We Answered:

Being an exchange student is an experience unlike any other! I am a 5-time host mom and new volunteer with Youth For Understanding (YFU). Please forgive my bias for YFU, but when I've asked exchange students (both coming into the USA and leaving the USA) why they picked YFU, they basically said that YFU gave them more bang for their buck.
My biggest piece of advice is to travel with a program listed with the Council for Standards on International Educational Travel (csiet.org). They routinely audit programs for quality.
If you have not chosen a program with which to travel, I humbly and respectfully recommend YFU. Check out the website (yfu-usa.org) - it has an incredible amount of information. It has program details, requirements (age, language study, etc.), costs, links to contact former exchange students (and their parents), information on how to apply, etc. There is also a "For Parents" area. One thing I like about this area is that it shows where the money goes - 37% goes for airfare and traveling assistance...only 5% for 'overhead'.
I will have to warn you that France is one of the few countries that requires previous language study (2 years by the time you go).
Talk to you teachers and parents, check out the website, and good luck to you no matter what you choose!

living cost in Spain is lower than in France. (not that rent in Barcelona is peanuts - but other living cost is cheaper)
