Are you in a position to consider the UK? This link leads to a site which lists all the colleges/Universities in the UK currently offering Arabic at an Undergraduate level but if you follow the links for the individual Universities you'll be able to find out if they have Postgraduate courses in Arabic - Oxford for instance has a Faculty of Oriental Studies which offers several taught Masters

However, you do not want to enroll as a university student for a full year, so the student visa is not appropriate for you. It's a matter of personal preference. If you prefer the culture of England, then go there. If you prefer Ireland, come here. Don't forget to consider the other parts of the UK, as you might find them to be a good compromise between Ireland and England. All have very good universities (especially Scotland), so you may want to base your choice on the reputation of the particular schools.There aren't differences between Ireland and England, regardless of what some people might say. The best thing to do would be to visit both and see what sort of a feeling you get from each before you decide to commit to a year or longer living in a place.
Some people may get on better in one place rather than another simply because of the people they meet up with, their sense of humour, or some image they have of the place before they come. If you decide you're going to enjoy living in a place before you get there, you usually will.

In the US, medicine is not an area of study for undergrads. You must have a Bachelor degree, take the MCAT exam before you can apply to Medical schools.So you will not find an undergrad major in medicine at any US college/university. You must pick a major and you can do the pre med program at an US school. You can pick almost any major for you undergrad studies and still apply to med school when you graduate. It does not have to be in biology or any science. Many math, physic, and engineer majors go on to med school. I know of two spanish majors who went on to medical school. You just got to have a high GPA and a good score on the MCAT exam.
