Well for a Bachelors degree, you will have to find one of the very few and far between programs that are taught in English, unless you have a good command of Swedish. You apply for admissions directly yo the school, all of the information concerning applying, and the application, can be found on the school's website. You will apply for the Fall semester, usually in January of that year, but some schools require the application even in November or December of the previous year. So you cannot go there this Fall, but next is fine.

Get a list of Swedish universities that offer geotechnical engineering, and do research in a field related to your intended PhD. Then contact these universities with a proposal of the PhD topic that you intend to pursue. This will be your best approach.

Swedish degrees are as good as American and UK ones. But remember you have to be able to speak Swedish to attend University there. Also Sweden has one of the toughest migration laws in Europe

I'm assuming you're referring to university... unless you speak Swedish you'll have a hard time with Bachelor's degrees (since most are in Swedish). The majority of Master's degrees are in English though, and you you need to apply directly to each university and make sure you fit all the recquirements.
