Pennsylvania on the western side is somewhat lower cost of living and has good schools as does West Virginia. Georgia and Kentucky are some other places.

Then simply go to the web sites of the schools that interest you and apply!

If you are considering only 4-year colleges and universities, look for schools in midwest states (Ohio, Indiana, Illinois, Iowa, etc.) or in small towns. The tuition might not be lower than what you will find elsewhere, but living expenses almost definitely will be lower.
