Customs is 21%, but it is illegal to send a cell phone into Ukraine by postal mail or a common carrier like UPS/FedX. "RadioTelephones" are one of the banned import items, unless you have a license from the government.You can buy a good quality phone there cheaper than in the US. Not only that, but the voice filtering is better on a European phone, which makes the quality of the call much better. All the phones I have in the US were actually bought there, and I carried them back to the US.
Regardless, if you do buy a phone in the US and risk sending it, keep in mind you must buy a tri-band or quad-band phone, for it to work there. It must be a GSM based phone (ie: AT&T, T-Mobile, etc) and not CDMA (Verizon, AllTel, etc). Also, it has to be "unlocked".

Canadian Immigration puts huge road blocks in the way of foreign-trained professionals. I saw a news item about it. You may be accepted for Immigration but will have to do lots more training and English exams before you get permission to work as a doctor. I suggest you do lots of investigating online first. There is probably some kind of support group for immigrant professionals. But the tv showed engineers and doctors working as taxi drivers and so on, such a waste.Shirley Said:

As much as I love Ukraine, you might want to choose a different country to study in. They don't exactly have the best reputation for quality education. Check this out: http://www.kyivpost.com/news/opinion/op_ed/detail/63475/Unless you just want to go for the parties--lots of parties among the students. In that case, Ukraine is a good place for you to "study."

The Ukrainian university system works differently than it does in the U.S. Depending on whether you want to get your whole degree in Ukraine or you want to just spend a year taking classes, your experience will be radically different. Unless you are going to major in English, however, your courses will be entirely in Ukrainian. If you don't speak Ukrainian.... You get the picture.LATER EDIT: Ukrainian higher education has just started the process of adapting to the Bologna Accords, which will make a Ukrainian university education equivalent to that found in other European countries. Just this year the entire grading system for the university where I am at changed to the Bologna standard. Standardized written entrance exams are also being implemented, but with great controversy and effort. These entrance exams will be in Ukrainian. Ukrainian students also go through their careers (from start to finish) as part of a cohort. A cohort is a group of about 30 students who take all the same classes. You don't have "electives" in the Ukrainian system, your cohort is assigned classes on a weekly basis depending on the curriculum that is specified by the national Ministry of Education for that major. You can't just switch majors in mid-stream like you can at a US or other European university. In order to switch majors you must take a new entrance exam and start over. As Ukraine goes through the "Bologna Process" over the next decade there will be many substantial changes in the way that higher education institutions in Ukraine deliver courses and offer degrees. If you come for a year, you might be able to take the courses you want, but more likely you will be assigned temporarily to a cohort at the same point in their education. If you come for a degree, remember that the degree you start earning today might be undergoing radical changes between the time you start and the time you finish.
