It depends on you, some study techniques work better for some than they do with others. For example I know alot of people who like to study with music, personally I sometimes find it distracting. So basically the best thing you can do is try out different things and see what works best for you.
These are some things that work for me when I'm studying:

Study outside of your home or dorm every now and then (library, park, bookstore etc.) sometimes it's easier to study if your not cooped up in the same environment all the time. Change it up!

Flash cards and notes, keep them organized too so you know exactly what they are for and have them all together.

Studying with friends (who are actually serious about studying and wont just goof off the whole time)

Keep up with your work, don't put things off until the last minute as this will only create more stress for yourself and make it even harder to concentrate on studying.

Get a calender on your wall or one of those big dry erase boards or chalk boards to write important dates on (when tests are, when papers are due etc.). That way nothing will catch you buy surprise. It's also good to have some kind of calender or planner with these dates, to keep in your school bag or pocket too.

Get into a studying routine, for some people it helps to get into and stick to a routine when it comes to studying.

Eliminate distractions, for example don't try to study and watch your favorite tv show or movie, or listen to music that will cause you to pay more attention to it than to your work. Work in an environment where you can really focus and concentrate on what you're doing. I have a friend who will try to finish up work at the last minute while at the same time, sit there and try to chat with her friends online. It takes her twice as long to finish her work sometimes because she too distracted chatting.

In a group.

Go to a book store or coffee shop with two or three people, spend 3 hours, or more studying with them and doing hw with them, the best way to retain the info is to ask your friends how they do it, and then "teach" the information to them as well.

check past questions and consult former students of the course to help know where to focus.
having a general idea on everything before focusing on specific areas would be a security though

Do all the problems or answer all of the questions at the end of the chapter. Similar questions/problems may appear on the tests. Extra practice in doing problems means more speed and accuracy when doing similar problems on tests.

The biggest thing would be to review EVERYTHING that is graded and returned. Really understand your mistakes and make corrections. If you can't figure this out, get help on particular problems from your professor, another student or a website like dr. math (see sources).

There are also a ton of great resources on the web, just search for "math help" or "statistics help".

Drop in for your professor's office hours.

Most of all, don't let yourself get behind. In any math class, being clueless about one day might not seem so bad, but quickly leads to being clueless about what's been taught over a week, a month, the course... don't put yourself in that place. Stay on top of homework and do corrections religiously.

You study as much as you feel you need to study but not to the point of exhaustion. A good study tip I used in school to keep me in the books was to put on a movie that I have already seen a hundred times and turn it down just so it's background noise. That way there was something going on and it wasn't deathly quiet and the movie would not distract me because I have already seen it.
